Peter Haynes QC Nominated to the ‘Monitoring Accountability Panel’ in Sri Lanka

We are delighted to announce that Peter Haynes QC has been nominated by the Transitional Government of Tamil Eelam (“TGTE”) to work along side 4 other legal experts on a panel that will be known as the “Monitoring Accountability Panel” (“MAP”). Peter has been selected for his legal expertise in international criminal law and human rights, national war crime courts, and regional criminal cases. The MAP will be called upon to monitor the design and implementation of the transitional justice mechanisms in Sri Lanka, including the judicial measures to investigate and prosecute war crimes, crimes against humanity and genocide.

They will provide independent monitoring, advice, and recommendations, focusing on the effectiveness of accountability measure from a victims’ perspective. It will also consider issues of fair trial and due process for suspects and accused persons. The views and recommendations of the Panel will enable victims and other stakeholders to participate more effectively in the process and thus enhance the legitimacy of the measures.

Peter will sit alongside 4 other legal experts from around the world: Marie Guiraud (France), Richard J Rogers (UK), Heather Ryan (USA), Justice Ajit Prakash Shah (India); with Geoffrey Robertson QC acting as a consultant to the Panel, providing additional independent advice.
